The on-site inspection of 352 solid waste processing and utilization enterprises was fully completed, involving 8 types of solid waste. A total of 79 environmental violations were found in 35 enterprises, with an environmental violation rate of 10%.
"Three phosphorus" special investigation and rectification action
The Ministry of ecological environment issued the implementation plan for the special investigation and rectification of the "three phosphorus" in the Yangtze River (hereinafter referred to as the "plan"), guiding seven provinces (cities) including Hubei, Sichuan, Guizhou, Yunnan, Hunan, Chongqing and Jiangsu to carry out centralized investigation and rectification.
The plan defines the general requirements and work arrangements for the special investigation and rectification of the "three phosphorus" in the Yangtze River, which can be summarized into three priorities and five stages. "Three key points" refer to the renovation of phosphate rock, phosphate chemical industry and phosphogypsum storage. The "five stages" are the overall task arrangement of five stages, namely, problem investigation, plan formulation, checklist verification, progress supervision and nuclear effectiveness. According to the self-examination and verification of all regions, there are 701 (three phosphorus) enterprises (mines and reservoirs) in 7 provinces and cities, of which 281 (ones) have ecological and environmental problems. By the end of 2019, 172 enterprises had completed the rectification task.
Special rectification of up to standard emissions in waste incineration power generation industry
In, in order to regulate the environmental pollution behavior of waste incineration power generation enterprises, improve the level of environmental governance, guide the sustainable and healthy development of the industry, and promote the stable and up to standard emission of the industry, the Ministry of ecological environment listed the waste incineration power generation industry as the first batch of key industries to meet the standards, and implemented the landmark project of the comprehensive up to standard emission plan first. In 2017, the Ministry of ecological environment required all 278 waste to energy power plants that have been put into operation to complete the "installation, construction and connection", so as to comprehensively improve the overall level of environmental management in the waste to energy power generation industry. In 2018, the special rectification of up to standard emissions in the waste incineration power generation industry was officially included in the "7+4" action of pollution prevention and control. In 2019, in order to further strengthen industry management, safeguard people's environmental rights and interests, and achieve a fair and law-abiding environment, the Ministry of ecological environment issued the "provisions on the application and management of automatic monitoring data in domestic waste incineration power plants" (Order No. 10 of the Ministry of environment of the annual report on the prevention and control of environmental pollution by solid waste in large and medium-sized cities), It is required to implement the main responsibility for pollution prevention and control of waste incineration plants and the supervision responsibility of ecological environment departments, and clearly put forward the judgment and treatment methods for the automatic monitoring data of five pollutants such as particulate matter, sulfur dioxide, nitrogen oxide, hydrogen chloride and carbon monoxide that exceed the standard and the incinerator temperature does not meet the standard; According to the actual situation of the industry and national control standards, the application of automatic monitoring data punishment under special working conditions is proposed. The "automatic monitoring data marking rules for domestic waste incineration power plants" (Announcement No. 50 of the Ministry of ecological environment) was issued. After special rectification, by the end of 2019, the "loading, tree and union" has covered 405 waste incineration plants across the country.
Environmental information screening and treatment of tailings pond
