National Directory of hazardous wastes (2021 Edition)

Promulgated by order No. 15 of the Ministry of ecological environment, the national development and Reform Commission, the Ministry of public security, the Ministry of transport, and the National Health Commission on November 25, 2021)

Article 1 this catalogue is formulated in accordance with the relevant provisions of the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste.

Article 2 solid waste (including liquid waste) under any of the following circumstances shall be included in this catalogue:

(1) Having one or more dangerous characteristics of toxicity, corrosiveness, flammability, reactivity or infectivity;

(2) It is not excluded that it has dangerous characteristics and may cause harmful effects on the ecological environment or human health, and it needs to be managed as hazardous waste.

Article 3 the hazardous wastes listed in the list of exemption management of hazardous wastes in the appendix of this directory can be exempted according to the provisions of the exemption content when the exemption links listed and the corresponding exemption conditions are met.

Article 4 the attribute judgment of solid waste after mixing hazardous waste with other substances and solid waste after utilization and disposal of hazardous waste shall be carried out in accordance with the identification standards for hazardous waste stipulated by the state.

Article 5 the meanings of relevant terms in this directory are as follows:

(1) Waste classification refers to the classification of hazardous wastes based on the classification specified in the Basel Convention on the control of transboundary movements of hazardous wastes and their disposal and combined with the actual situation of our country.

(2) Industry source refers to the generation industry of hazardous waste.

(3) Waste code refers to the unique code of hazardous waste, which is 8 digits. Among them, the first to third digits are the code of hazardous waste generation industry (determined according to the industrial classification of national economy (gb/t4754-2017)), the fourth to sixth digits are the sequence code of hazardous waste, and the seventh to Eighth digits are the category code of hazardous waste.

(4) Hazard characteristics refer to toxicity (T), corrosivity (c), flammability (I), reactivity (R) and infectivity (in) that have harmful effects on the ecological environment and human health.

Article 6 solid waste that is not clear whether it has hazardous characteristics shall be identified in accordance with the identification standards and methods of hazardous waste prescribed by the state. If it is identified as a hazardous waste with hazardous characteristics, the category of waste should be determined according to its main harmful components and hazardous characteristics, and according to the code "900-000"-××”(××Classification management for hazardous waste category code).

Those identified as having no hazardous characteristics are not classified as hazardous wastes.

Article 7 the directory shall be dynamically adjusted according to the actual situation.

Article 8 this directory shall enter into force as of January 1, 2021. The national catalogue of hazardous wastes (Order No. 39 of the Ministry of environmental protection) issued by the former Ministry of environmental protection, the national development and Reform Commission and the Ministry of public security shall be abolished at the same time.

Hazardous waste list

Waste: infectious, damaging, pathological, chemical and sexual waste, which is collected and treated for animal infectious diseases.

Medical waste: distillation and reaction residues, waste mother liquor and reaction-based waste generated in the process of chemical synthesis of bulk drugs and preparations, waste decolorization filter media, waste adsorbents, waste products and intermediates.

Bio pharmaceutical manufacturing and pesticide manufacturing: various wastes.

Wood industry: sludge and waste wood fragments containing the preservative produced during wood preservative with creosote. It is mainly waste water treatment mud and wood fragments containing preservatives.

Waste organic solvent: halogen containing organic solvent: carbon chloride, trichloride, trichloride, etc. Toxic organic solvents: benzene, benzene, butanol, flammable and explosive organic solvents: n-hexane, toluene, xylene, trimethylbenzene, ethylbenzene, ethanol, ISO, ether, propyl ether, ethyl ester. Other organic solvents listed in the list of hazardous chemicals. Waste activated carbon and other adsorbents during the treatment of the above organic solvents (except flammable and explosive organic solvents), high boiling matter and bottom residue, sludge (excluding biochemical treatment sludge) and scum in the wastewater treatment process.

Metal surface treatment and heat treatment: mainly containing waste.

Oily waste: including oily sludge, oily sludge, waste drilling mud, oily sludge (excluding biochemical treatment sludge)

Oil water, hydrocarbon water mixture or emulsion

Various tar residues produced by coking

Chemical residues containing benzene and chlorine, heavy distillate dyes and coating wastes: including all kinds of ink wastes

Organic resin waste: waste resin powder generated after crushing, sorting and recycling metal of waste copper clad laminate, printed circuit board and circuit board.

Waste water treatment sludge and waste activated carbon produced by the pharmaceutical industry

Photosensitive material waste

Metal treatment waste: waste water treatment sludge (including heavy metals), waste tank liquid, tank cleaning

Incineration residue

Domestic waste incineration fly ash, hazardous waste incineration, pyrolysis bottom slag, fly ash and waste water treatment sludge (except the bottom slag generated from waste incineration disposal, which is considered that viruses, bacteria, bacteria, etc. have been incinerated)

Metal containing carbonyl compounds

Waste containing chromium, beryllium, copper, zinc, arsenic, selenium, cadmium, antimony, mercury, lead, nickel, shovel

Inorganic fluoride, inorganic, waste acid, waste alkali, asbestos, organic phosphates, organic, phenol containing and ether containing wastes.Substances, especially hazardous wastes, may cause much more serious harm to the environment than water and gas.
